1 small onion, finely diced
1/2 cup bell pepper, diced

1.25 oz chili seasoning mix
1 tablespoon tomato paste
8 oz tomato sauce
14.5 oz canned diced tomatoes with juices
1/2 cup beef broth
1 can (15 oz) kidney beans, drained and rinsed
2 cups dry macaroni noodles
2 tablespoons butter
2 tablespoons all-purpose flour
1/2 cup heavy cream
1 cup whole milk
1/2 teaspoon dry mustard powder
2 cups shredded sharp cheddar cheese

Instructions

In a large pot, brown the ground beef with onion and bell pepper over medium heat until the beef is fully cooked.
Add the minced garlic and cook for 1 minute until fragrant.
Stir in the chili seasoning, tomato paste, tomato sauce, diced tomatoes with juices, beef broth, and kidney beans; simmer for 10 minutes.
While the chili simmers, boil the macaroni in a separate pot of salted water until al dente; drain and set aside.
In a saucepan, melt the butter over medium heat, whisk in the flour, and cook for 1 minute.
Slowly whisk in the milk, heavy cream, and mustard powder, cooking until thickened.
